Rodney District Council Road Maintenance Contract – this $25M/year contract includes all physical works and professional services for maintaining 1,700km of sealed and unsealed roads in Rodney District. As Contract manager and Professional Services manager, Colin is responsible for road maintenance (including reseals, vegetation control, street lighting, signs and pavement markings) and network management (RAMM, pavement modelling, Road Opening Notices, road safety, traffic management, slip repairs, over 420 bridges and culverts and overweight permit issuing)
New Zealand Transport Agency Professional Services – current services include management support for new ITS/motorway projects, expansion to the ATTOMS Traffic Management Centre, recruitment of Traffic Management Centre operators and training of operators in new tunnel management technologies.
Successful past projects
Transit New Zealand Network Management Operations Contract – Colin was Team Leader for this contract which provided the Traffic Management Unit with support for managing traffic on Auckland Motorways, State Highways and main arterials. Deliverables included traffic signals/SCATS operation, optimisation surveys, ATMS maintenance and upgrades, supply of operators for the Traffic Management Centre, special event and incident management.
Transit New Zealand Network Management Assets Contracts – Colin and Noel managed the Auckland Motorway and State Highway network maintenance for Transit NZ between 1997 and 2002.
Transit New Zealand Ramp Signals Contract – Noel and Colin assisted Transfield prepare their successful tender for the implementation of ramp signals on Auckland Motorways.
International Projects
Consultant to Road Controlling Authorities in the USA , Australia and NZ.
CalTrans
Colin regularly visits Los Angeles for consultation with Caltrans on toll roads, ramp metering, traveler information systems, bus pre-emption software development and incident management. Colin spent time in Caltrans Traffic Control Centre for Los Angeles . Consultz provided information to Caltrans on Transit NZ media campaigns to increase public awareness of road maintenance activities.
Virginia Department of Transport
Colin traveled to Richmond , Virginia to discuss PSMC contract models with VDOT officials and explore options for the next generation of freeway maintenance contracts. Consultation on Performance Specified Maintenance Contracts
United Kingdom Highways Agency
Colin undertook a study tour of UK road maintenance contracts and consulted with the Highways Agency on procedures for closing bridges during high winds.
Transport South Australia
Colin visited the Adelaide Traffic Control Centre and hosted senior Transport South Australia officials on a fact finding tour to NZ to view State Highway maintenance contracts. Colin continues to work with representatives of Transport South Australia on traffic management and road asset maintenance management.
Queensland Main Roads
Colin visited the Brisbane Traffic Control centre and liaises with Main Roads staff on incident management and management of busway operations.
VicRoads
Colin has been involved with Vicroads traffic control centre and roading managers since 1998 and undertakes regular fact fining trips to Melbourne .
Main Roads Western Australia
Colin met with Main Roads maintenance managers to discuss their Term Contract models (based on Transit NZ's PSMC model)
RTA
Colin assisted with developing a Moveable Lane Barrier proposal for the Sydney Harbour Bridge . Colin spent time in the Sydney Traffic Control Centre.
